Rules of the EKO Committee’s activities
and rules of administering Referee examinations of the official EKO Referees
ChApter 1. Aim of the rules.
Article 1. Aim:
In the context of achieving the EKO’s aim, competitions are a great way to show the world the (Shin) Kyokushinkai karate’s value. For a student seriously trying to master karate, a tournament is the way to show a result of hard trainings and stimulation for further progress. The aim of these rules is securing of a higher quality of holding European and international competitions (on European territory) and providing fair and experienced judgment at such competitions.
Chapter 2. THE EKO referee commitee.
Article 2. Tasks and authorities of EKO referee committee:
2.1. To achieve the above aim and in accordance with the EKO Constitution, there shall be created the EKO Referee Committee (hereinafter – the Committee).
2.2. To better faculties and skills of official EKO referees , said Committee will teach and examine referees by means of administering seminars, courses, written and practical examinations in form of refereeing at a tournament. The other functions of the Committee shall be:
- Supervision of preparation and holding of European championships, European Cups and other European competitions (hereinafter – Competitions);
- Control of judging at Competitions;
- Arrangement of referee teams in “Kumite”, “Tameshiwari” and “Kata”;
- Calling out to Competitions high level official EKO Referees personally;
- Evaluation of each referee’s work at Competitions;
- Grant and/or renew and/or revoke licenses on the basis of the results of the theoretical and practical examinations.
- General evaluation of organization and holding of Competitions;
- Drawing and submitting to EKO Board for approval amendments and addenda to the Competitions’ rules, these rules, other documents regulating EKO competition activities;
- Drawing and submitting to the WKO Referee Committee for approval propositions as to improvement of existing rules of holding international competitions, approval of referees for World Championships, World Cups and other international competitions;
- Drawing up and updating of the List of official EKO referees and website www.ekoreferees.eu;
- Taking other actions consistent with the Commitee’s main activities.
Chapter 2. THE EKO referee commitee.
Article 3. The Head and members of the EKO Referee Committee:
3.1. The Committee shall consist of high level official EKO referees.
3.2. The number of members, members personally and the Chairman of the Committee (hereinafter – the Chairman) shall be voted upon by EKO Board. The members personally can be asked by the Chairman of the committee.
3.3. For the position of the Head there shall be chosen a person fully knowledgeable about EKO rules in “Kumite”, “Tameshivari”, “Kata” and possessing great experience in organization, judging and control of holding Competitions.
3.4. For the position of the Head there can be chosen an EKO Board Member responsible for matters connected with holding Competitions and judging.
3.5. The Head shall control the Committee’s activities, bear responsibility for correspondence and accounting, draw the Committee’s budget and manage it, summon the Committee meetings at least once a year.
3.6. At the Committee’s request, EKO board can recommend the Head and/or other Committee members to be approved a member (members) of the WKO Referee Committee.
Chapter 2. THE EKO referee commitee.
Article 4. Compensations for the Committee members:
4.1. Basically all the Committee members perform their duties for free, on a voluntary basis.
4.2. The Committee members may be provided with recovery of their expenditure (transportation, accommodations, food etc.) if they work at European championships, hold seminars, administer examinations, carry out meetings, and take other actions consistent with the Committee’s main activities.
4.3. If such compensations are foreseen in the EKO budget, then, upon approval of corresponding amount, the Committee members can be rewarded for holding seminars, administering examinations and judging Competitions.
4.4. The amount and positions of such compensations are to be approved by EKO board.
Chapter 3. Offical EKO referees and EKO judges
Article 5. Qualification:
5.1. An official EKO referee (hereinafter – Referee) shall:
- be a member of an EKO country/branch or an EKO official;
- have great experience in (Shin)Kyokushinkai karate, minimum 1st Dan;
- possess knowledge and skills of a referee and have a national referee category in his country;
- be of an appropriate (for an EKO referee) temper;
- must show somehow that he/she bye national or international competitions keep he’s/her competence by participation between EC.
Chapter 3. Offical EKO referees and EKO judges
Article 6. Application for examination:
6.1. Any person meeting the above requirements and approved by a national committee can apply for taking the examination for an official EKO referee status by means of submitting a filled form (approved by the Committee) and a recommendation from country representative or Branchief to the Committee.
6.2. Applications for taking an examination to get Kumite and Kata judging license shall be submitted separately.
6.3. For participation in seminars, courses, taking examinations a candidate must pay fees, amount thereof to be determined by EKO Board.
Chapter 3. Offical EKO referees and EKO judges
Article 7. Referee examinations:
7.1. Referee examinations shall be administered in the following way:
- To obtain a referee’s license you need to pass a theoretical and practical test
- The theoretical test can be organized by means of remote communication (Zoom, Teams, Skype, etc.) or by means of a test after the seminar;
- The practical test can be taken at all competitions or seminars/camps organised by EKO, with the exception of the European Adult Championships
- The day/days before there shall be held a seminar or courses, a written test is possible;
- In competitions a practical test will take place on the day(s) of a competition;
- Only the Committee has the right to hold European level official seminars and EKO referee examinations.
Chapter 3. Offical EKO referees and EKO judges
Article 8. Criteria for referee level candidates:
8.1. EKO has fixed the following criteria for the levels of an official EKO referee:
EKO Kumite referee “C” level | · have at least the 1st Dan, |
EKO Kumite referee ”B” level | · have had an EKO refere “C” level for at least 2 years; |
EKO Kumite referee | · have had an EKO referee “B” level for at least 3 years; |
EKO Kata referee “C” level | · have at least the 1st Dan, |
EKO Kata referee ”B” level | · have had an EKO refere “C” level for at least 2 years; |
EKO Kata referee | · have had an EKO referee “B” level for at least 3 years; |
8.2. The above requirements are obligatory, although some exceptions are possible if approved by the Committee.
Chapter 3. Offical EKO referees and EKO judges
Article 9. Approval:
- A candidate meeting the above requirements and noted by the Committee as the one having mastered judging skills (upon discussion of the results of theoretical and practical examinations when judging Competitions) is approved an official referee of a corresponding level and obtains an EKO certificate.
- In accordance with these rules a category shall be determined by the Committee.
- A person approved as an official referee shall pay fixed EKO fees for judge’s uniform, emblems, EKO referee book etc.
Chapter 3. Offical EKO referees and EKO judges
Article 11. EKO referee’s authority:
11.1. EKO gives different judging rights to different referee categories.
11.2. Official referee shall judge Competitions having the following authorities:

10.3. An official referee who has a license in “kata” shall judge official “kata” championships with the same authorities as for “kumite”.
10.4. All the rules contained in this Regulation shall apply to competitions held indoors, outdoors and by means of remote communication.
10.5 All referees of a judging team’s members in a practical examination have to have a valid license or should pass theoretical exam.

Article 11. Referee Category Validity:
11.1. ЕКО determines different validity terms for different referee categories.
11.2. The following are the validity terms for official referees:

ЕКО Referee | 4 years | 1) If within a year upon expiry of category’s validity a referee has not passed an examination to confirm the B-level EKO Referee category or has not been promoted to the A-level EKO Referee category, the current B-level EKO Referee category shall be automatically lowered to that of EKO Judge. 2) If within 4 years upon the category approval a referee has not taken part in judging of any following competition as a main Referee, main Referee assistant, main tatami Referee, corner Referee or central tatami Referee the B-level EKO Referee category shall be automatically lowered to that of EKO referee C: World Championships and Cups, European Championships and Cups, European tournaments, other WKO regional championships, A-level international tournaments. 3) To get the B-level EKO Referee category referee category renewed, a Referee again shall repeat the procedure of applying and getting the category as described in these rules. 4) When applying for the category upon lowering thereof, a referee shall again pay fees fixed by EKO Board. 5) When applying for the A-level EKO referee category a candidate shall pay fees fixed by EKO Board.. |
ЕКО Referee | 4 years | 1) If within a year upon expiry of category’s validity a referee has not passed an examination to confirm the A-level EKO Referee category, the current A-level EKO Referee category shall be automatically lowered to that of B-level EKO Referee. 2) If within 3 years upon the category approval a referee has not taken part in judging of any following competition as a main referee, main referee assistant, supervising council member, main tatami referee, referee, corner referee, the A-level EKO Referee category shall be automatically lowered to that of B-level EKO Referee: World Championships and Cups, European Championships and Cups, European tournaments, other WKO regional championships, A-level international tournaments. 3) To get the A-level EKO Referee category referee category renewed, a judge again shall repeat the procedure of applying and getting the category as described in these rules. 4) When applying for the category upon lowering thereof, a judge shall again pay fees fixed by EKO Board. |
11.3. The license validity terms for Kata shall be the same as for Kumite.
Chapter 3. Offical EKO referees and EKO judges
Article 12. Compensations for official EKO Referees
12.1. Basically, all the official EKO Referees perform their duties at European Championships, Cups and other international competitions for free, on a voluntary basis.
12.2. High level judges invited by the Committee to work at competitions may be provided with full or partial recovery of their expenditure (transportation, accommodations, food etc.).
12.3. Such compensations amount and positions are to be approved by EKO Board.
12.4. All judges at competitions must be provided by hosts with food during competitions judged.
12.5. If a tournament/competition budget foresees compensations and/or payment for judging to all judges or specially invited judges including the Committee members, such remuneration shall be within the hosts’ scope.
Chapter 3. Offical EKO referees and EKO judges
Article 13. Expulsion:
13.1. Any official Referee can be expelled with nullification of a corresponding category in any of the following cases:
- if a Referee wishes to leave his/her position.
- if a Referee, upon expiry of EKO Referee C level validity, fails to pass confirmation examination within 1 year;
- if EKO is disbanded.
